Location:	Snake Charmer Tower in a small swamp north of Arak

Method:
This article may contain quest spoiling information! Take the north exit out of Arak and follow the path as shown: Once you're on the surface, go to the small stone hill on the north of the island. The top floor is where Xago the Snake Charmer spawns, he has a 20 minute respawn timer so if he isn't there just come back a while later. Simply kill him to gain access to a quest door on the bottom floor of the tower which gives access to a chest containing a Serpent Scepter.
