You will be required to go through the mountain surrounding the city, pass a door requiring [[Key 7000]] and head in a similar route to [[Wulkan]]. Once you reach the sunken part of the city you will need to flip a lever hidden behind some trees before heading below the surface. At the end of the route you'll find a skeleton containing the scroll required to move on.
