In order to turn a regular red Blood Herb into an Enchanted one, a ritual must be performed at a deserted temple north-east of Osaris (http://mediviastats.info/mapper.php?y=1415&x=1440&z=7&zoom=4).

The ritual involves turning on 8 wall sconces/lights on the bottom and first floors of the temple, keep in mind that 2 of the wall sconces are covered by vines which have to be cut away with a Machete or Heavy Machete in order for the light to be lit.
The image below shows the locations of the 8 wall lights, the blue dots represent the regular lights and the two dots with pink centers represent the lights covered in vines that need to be cut:

Once all the lights are lit, put the red Blood Herb on the sandstone tile as represented in the image below. Immediately, all the lights will go off, and the regular Blood Herb will turn into one of the nine random available color variants of Enchanted Blood Herb. The process can be repeated indefinitely with regular Blood Herbs, but once an Enchanted Blood Herb is created, the process cannot be reverted and it cannot be used to perform the ritual again, only regular Blood Herbs can be used.
