In order to get to the Arcanum, you'll have to go through The Labyrinth. Refer to Route Arcanum.

Once you've done the [Arcanum Citadel Quest] as well as the key quest inside you can enter the large lightning near Thoris here after using a Living Thunder on yourself to be teleported directly into the Arcanum.
